• Do not sand, scrape, dry-remove — or sample — before you know. EPA: asbestos-containing materials "may release fibers when they are disturbed, damaged, removed improperly, repaired, cut, torn, sanded, sawed, drilled or scraped," a description of popcorn removal — and chipping off a test piece is itself a disturbance. Hence "Taking samples yourself is not recommended" and "A trained and accredited asbestos professional should take samples for analysis." The reassuring half: materials "that aren't damaged or disturbed are not likely to pose a health risk," and "Usually the best thing is to leave asbestos-containing material alone if it is in good condition." An intact ceiling you dislike is cosmetic, not an emergency. Get the result in writing before anyone quotes a price.
• Florida's homeowner exemption is narrower than people assume. FS 469.002 exempts "moving, removal, or disposal of asbestos-containing materials on a residential building where the owner occupies the building, the building is not for sale or lease, and the work is performed according to the owner-builder limitations" — and the owner must "personally appear and sign the building permit application." All three conditions bind: prepping the house to sell, or a rental, and it does not cover you — hiring then means a licensed asbestos contractor, not a handyman. EPA on the work itself: "Do have removal and major repair done by people trained and qualified in handling asbestos."
• "Under 160 square feet is exempt" is two different rules sharing one number, and neither is a homeowner pass. FS 469.002's threshold covers "abatement work solely for maintenance purposes within the scope of the person's employment involving less than 160 square feet of asbestos-containing materials or less than 260 linear feet ... on pipe," by employees who "do not hold themselves available for hire as asbestos contractors" — not a small-job pass for a contractor on your house. The federal NESHAP NOTIFICATION threshold is separate — "15 square meters (160 square feet) of RACM on other facility components" — and Florida DEP excludes a residence that "Must have four or fewer residential dwelling units" and "Must NOT be part of a larger project that includes multiple residential buildings." Your house is normally outside NOTIFICATION and still inside LICENSING. Ask which one they mean.
• If it tests clean: wet-scrape, then finish — and the finishing is most of the work. Spray in sections and let it soak so the texture comes off in sheets rather than dust. What nobody budgets for is underneath: builders often skipped taping the joints they knew texture would hide, so expect a full skim coat, not a coat of paint. Re-texturing adds two rules from GA-216-2010: A.1.3, "A drywall primer compatible with the texture material shall be applied prior to the application of any water-based texture"; and A.1.4, which lists "Unventilated building" and "Prolonged high humidity due to either weather conditions or closed building units (poor drying conditions)" among conditions that with a water-based texture "create a potential for ceiling sag." A closed-up Florida house in August is both — ventilate or dehumidify while it dries.
• Painted popcorn resists wet-scraping, leaving dry removal — the one method to avoid entirely if asbestos is not ruled out — or covering it, which leaves the material undisturbed as EPA prefers. But not with quarter-inch board. GA-216-2010 12.5.1: "1/4 in. (6.4 mm) and 5/16 in. (7.9 mm) thick gypsum panel products shall only be used for direct application to sound walls that are flat, level, and without void spaces" — a popcorn ceiling is neither a wall nor flat. Use 1/2 in. or 5/8 in. over framing "sound, rigid, and aligned" at no more than 24 in. o.c., ceiling screws 12 in. o.c. penetrating wood framing at least 5/8 in.; where the surface is "uneven or unsound," 12.2 says remove it entirely or furr over it. Texturing the new board pushes 1/2 in. to 5/8 in. at 24 in. o.c. framing.
