Orange County and the City of Orlando run separate permit offices with separate portals — and your mailing address alone doesn't tell you which one covers your home. Check which permit office covers your address →
Key facts before you start
- The number on the package is not the number you can hang. Toggler's FAQ: its published ratings are 'the ultimate load that each anchor sustained in independent laboratory tests', and 'industry safety standards recommend 1/4 of that ultimate load as a working load'. A 100-lb anchor is a 25-lb anchor in practice.
- Leverage kills anchors: Toggler says 'moving objects away from the wall greatly reduces what an anchor can safely carry'. A deep shelf or a cabinet full of plates pulls the top anchors out of the wall, not down it, so put heavy loads on studs and use anchors for the spots between.
- When there is no stud: a strap-style toggle. Toggler's SNAPTOGGLE is rated up to 238 lbs in 1/2" drywall (ultimate), the heavy-duty version up to 356 lbs in 5/8"; install it, tighten 'until snug against item, then stop', and the bolt 'must match thread in metal channel'. Its hole is bigger than a wing toggle's, so a bolt you later remove leaves a bigger patch (see the drywall repair guide).
- Lighter anchors, lighter jobs (Simpson Strong-Tie Sure Wall line, ultimate loads): hollow-wall anchor up to 75 lb — 'it cannot simply be hammered into the drywall'; spring toggle up to 90 lb; self-drilling toggle up to 65 lb with household tools; plastic plug up to 65 lb. Divide by four for what to hang.
- Concrete block behind the drywall changes everything: Orlando interior walls are often drywall on furring over CMU, and hollow block derates fasteners hard. That case, with the Tapcon and sleeve-anchor numbers, is the TV mounting on block walls guide.
- Shelving and hanging are exempt finish work under FBC 105.2 — no permit — but anything that goes into a load-bearing wall's framing with new openings, or a built-in that needs electrical, is a different job.
