Key facts before you start

Replacing corroded drain pipe is permit work, and the code says so in the same sentence as the exemption. FBC 105.2 exempts "the clearing of stoppages or the repairing of leaks in pipes, valves or fixtures and the removal and reinstallation of water closets, provided such repairs do not involve or require the replacement or rearrangement of valves, pipes or fixtures" — then adds that when a concealed drain, soil, waste or vent pipe becomes defective and has to be removed and replaced, that IS permit work. Snaking a clog is exempt; replacing the pipe the clog keeps happening in is not.
The tip that saves five figures: in Florida you may NOT line a pipe that has already failed. FBC-Plumbing 717.5 says where the pre-installation video "reveals that piping systems are not installed correctly or defects exist, relining shall not be permitted," and "the defective portions of piping shall be exposed and repaired." The defects it names are the classic cast-iron failures word for word — backgrade or insufficient slope, and complete pipe wall deterioration. If a bid offers to line a pipe the camera shows has already failed, it is offering something the code prohibits.
The camera survey is code, not an upsell. For relining, FBC-Plumbing 717.3 requires the pipe be descaled, cleaned and flushed and then "inspected internally by a recorded video camera survey," and 717.3.1 requires that video to verify the project address and note cleanout and fitting locations, approximate depth, and the length of piping at intervals no greater than 25 feet. Under 717.4 the code official reviews that video BEFORE the permit is issued — so ask for the recording, because the county is going to.
Do not let sewer-and-drain grade PVC go under your slab. FBC-Plumbing Table 702.2 governs underground drainage inside the building footprint and allows PVC only in IPS diameters — Schedule 40, DR 22 (PS 200) or DR 24 (PS 140) to ASTM D2665/F891. The cheaper thin-wall SDR 35 / ASTM D3034 sewer-and-drain pipe appears only in Table 702.3, which is the building sewer OUTSIDE the building. Cast iron remains legal in both (ASTM A74, A888, CISPI 301), so a like-for-like cast-iron replacement is lawful — it is the pipe spec on the quote you check, not the brand.
Under-slab drain replacement is not a DIY project, and the statute draws the line precisely. FS 489.105(3)(m) puts "sanitary drainage or storm drainage facilities" and "storm and sanitary sewer lines" inside the plumbing contractor's scope, and carves out exactly one thing — drain cleaning and clearing, for which no licence is required. You may legally pull an owner-builder permit on your own home (FS 489.103(7)), but you cannot hire an unlicensed person to do the work.
Age is what carriers now ask about, so get the paperwork before the concrete goes back down. InterNACHI's Estimated Life Expectancy Chart for Florida Homes puts cast-iron waste pipe at 50-60 years below ground and 40 above, against 50-80 for ABS and PVC — so original cast iron in a 1950s-70s Orlando house is at or past the end of that window. Citizens' 4-Point Inspection Form was updated 3/20/25 to add "Age of piping drain system," so a documented, permitted replacement is worth keeping with the closing papers.
Know which failure you have before you price the fix, because they are not the same job. A camera survey distinguishes scale build-up (still round, just narrowed), channelling (the pipe bottom eaten away so the invert is gone), bellying (a low spot holding water, which is a slope problem not a pipe problem), and complete wall deterioration. Only the first is a cleaning job; bellying is a re-slope and the last two are replacement — and per 717.5 the last two also disqualify lining.
