Key facts before you start
- Florida is not on the national number: its Energy Conservation Code requires R-38 in the ceiling for Climate Zone 2, not the R-49 the IECC requires. The state's own comparison document says it outright — "Applicable differences to this table between the IECC and FBC-EC include a new, higher IECC Climate Zone 2 ceiling R-value requirement of R-49 vs. R-38 for the FBC-EC." Orange County is Zone 2A. So a national calculator, a big-box chart, or a contractor quoting R-49 is quoting a number Florida does not ask for. There is also a documented shortcut: R402.2.1 says installing "R-30 over 100 percent of the ceiling or attic area requiring insulation shall be deemed to satisfy the requirement for R-38 wherever the full height of uncompressed R-30 insulation extends over the wall top plate at the eaves" — i.e. depth at the edge buys you the trade.
- Where the rule lives is its own trap. The Florida Residential Code does not contain the ceiling insulation requirement at all: N1101.1 says "The provisions of the Florida Building Code, Energy Conservation, shall govern the energy efficiency of residential construction," so it is a different volume. And the table is numbered R402.1.2 in Florida while the model IECC numbers the same table R402.1.3 — wrong book and wrong number produce a wrong value that looks authoritative. If a quote or a permit comment cites "Table R402.1.3" for a Florida house, it is not reading Florida's code.
- Only the insulation counts toward the number. Florida adds R303.1.1.1.1, which the model code has no equivalent for: "R-values referenced in Chapter 4 of this code refer to the R-values of the added insulation only. The R-values of structural building materials such as framing members, concrete blocks or gypsum board shall not be included." Nobody can add the trusses, the block or the drywall into the total to reach R-38. There is also a paper trail you are entitled to — R303.1.1 requires that "the insulation installer shall sign, date and post the certification in a conspicuous location on the job site," listing settled thickness, coverage area and bag count. Ask for it; bag count is how you check you got the depth you paid for.
- STOP if the existing insulation is loose, pebble-like vermiculite. EPA's guidance is in capital letters: "YOU SHOULD ASSUME THE VERMICULITE CONTAINS ASBESTOS AND DO NOT DISTURB IT!" That is a stop-work condition for the whole attic, not a spot to work around — do not blow new insulation over it, and do not let anyone move around up there until it has been assessed. - Two clearances that start fires. Owens Corning's blown-in instructions: "To prevent fire or overheating of recessed light fixtures or similar electrical devices, do not insulate on top of or within 3 inches of such devices unless they are specifically approved to be covered by insulation. Do not place insulation in air spaces surrounding metal flues, chimneys, or fireplaces." A recessed can marked IC is rated for contact; one that is not must be kept clear or replaced first. Blown insulation drifts, so the clearance has to be built — a dam around the fixture — not just left as an empty gap that fills in later.
- Do not block the soffit vents, and do not sandwich a vapor barrier. FBC-R R806.3: "Where eave or cornice vents are installed, blocking, bridging and insulation shall not block the free flow of air. Not less than a 1-inch (25 mm) space shall be provided between the insulation and the roof sheathing and at the location of the vent" — that is what baffles are for, and Florida separately requires in R303.2.1 that eave vents be baffled "to deflect the incoming air above the surface of the insulation." The same section bans open-blown or poured loose-fill "in attic roof spaces when the slope of the ceiling is more than three in twelve." And when topping up existing insulation, DOE is blunt: "If adding insulation over existing insulation, do NOT use a vapor barrier between the two layers!" — use unfaced material.
- A radiant barrier is not a substitute for insulation, and it is worth less the better insulated you already are. The Florida Solar Energy Center — the people who study this in this climate — put it plainly: "If your attic is insulated to R-30 or better, there is very little heat flow to reduce." So the order of operations is insulation first, radiant barrier second, and only if the numbers still justify it. It also must never be laid on top of the insulation, where dust settles on it and it stops reflecting. If your attic is under-insulated, spend the money on depth before you spend it on foil.
